In Ho Chi Minh City: By the morning of July 12th 2021, the supply of goods in HCMC continued to improve; food in supermarkets was abundant, but people still had difficulty going shopping because supermarkets limited people to enter at the same time due to the application of the 5K anti-pandemic rule. Many supermarkets issued appointment tickets for customers to come and buy goods, avoiding long queues.
There were very few activities at traditional markets; the stall of fresh food were still operating but only served a few people due to the application of the 5K rule. Other processed food items had adequate supply and stable prices compared to yesterday.
On the roads connecting districts, there were checkpoints, allowing only people going from one district to another who were subjects according to Directive 16/CTT-TTg. Currently, there is no longer the situation of selling vegetables, tubers, and fruits on the roadside, like on the first day of social distancing.
In Can Tho city: Yesterday evening (July 11th 2021), after the announcement of social distancing according to Directive 16/CT-TTg in Ninh Kieu and Cai Rang districts, people flocked to supermarkets and fresh food stores to buy all kinds of meat, fish, and eggs. Due to the sudden increase in the number of people coming to buy at the same time, supermarket staff could not divide the pork into pieces and put them on the shelves, so the shelves ran out of stock. By this morning, the amount of vegetables, fruits, and pork in the supermarket was fully supplied, and the number of people coming to buy decreased. According to reports from supermarkets, the amount of meat, fish, fruits, and vegetables in reserve and supply increased by 200%-300%, so there was no shortage of goods.
In Binh Duong province, the supply of goods, fresh food such as vegetables, tubers, fruits, eggs, meat, fish, etc., and other essential foods at traditional markets on July 12th 2021, was still 50% to 200% higher than on July 1st 2021, due to the fact that some markets were completely or partially locked down, some spontaneous markets, and retail establishments stopped operating.
In Dong Nai province: At supermarkets, shopping malls, and convenience stores in Bien Hoa City, the number of customers coming to shop still increased on July 11th 2021, and the morning of July 12th 2021, due to the fact that traditional markets were locked down and closed, so people rushed to buy goods at chains, convenience store systems, supermarkets, and shopping malls.
At Big C, Coop Mart Bien Hoa Tan Hiep, Vinmart, Lotte, Bach Hoa Xanh, according to the records of the Working Group of Market Management Team No. 1, many items such as fresh foods, green vegetables, instant noodles, poultry eggs, etc. are the main items that customers choose to buy. Although shopping centers, supermarkets, and convenience stores have increased their supply of goods, especially green vegetables, of which Mega Market increased by 300%, it is still not enough to supply for the day, while meat, eggs, fish, etc. are still available but not in large quantities.
In the provinces, due to the fear of the pandemic, people buy a lot of food, retailers and supermarkets have increased their supply and reserves to meet consumer demand, and prices are stable. In traditional markets, the purchase volume has also increased, but goods are abundant. Egg prices have increased; meat, vegetables, and fruits have increased slightly.
2. The situation of inspection, control against speculation and price increase
Can Tho City Market Surveillance Agency: Market Surveillance Teams coordinate with local authorities to organize the signing of commitments to list prices of goods and sell at the listed prices, not to speculate, hoard goods to increase prices, or take advantage of the epidemic situation to unreasonably increase prices. The total number of propaganda cases and signed commitments is 56 copies.
The Market Surveillance Agencies have not yet detected and punished violations of speculation, hoarding goods to increase prices unreasonably.
3. The situation of the coordination with relevant agencies to fight the pandemic.
- The Market Surveillance Agency of Can Tho City coordinated with the Inspector of the Department of Industry and Trade and the PC03-Can Tho city’s Public Security to inspect the compliance with regulations on preventing excessive price increases for food at markets and shopping malls; assign 3 civil servants to support the locality to be on duty at the quarantine checkpoint every day at the Can Tho Bus Station.
- The Market Surveillance Agency of Ba Ria-Vung Tau Province assigned officers to coordinate with the Management Board of local markets to monitor prices and origins of goods; coordinate with economic departments to monitor and propagate to establishments trading in essential goods.
- The Market Surveillance Team No. 4, Phu Yen Province, participated in the Economic and Social Affairs Department of Dong Xuan District to organize propaganda and sign commitments with 7 establishments to comply with regulations on pandemic prevention and control.
On July 9th , 10th , 11th 2021:
- Since July 9th 2021, the Market Surveillance Agency of HCMC assigned inspectors to 12 checkpoints to control people entering and leaving the city.
- The Market Surveillance Agency of Dong Nai Province: Coordinate with Market Management Boards and Radio Stations of districts and cities to propagate on loudspeakers for traders to implement the slogan "Traders doing business at markets must list prices and sell at listed prices; do not take advantage of the epidemic to increase prices unreasonably" at markets many times a day. Coordinate with People's Committees of communes, wards, and towns to have traders and business establishments sign a commitment to list prices and sell at the listed prices according to the direction of the Market Surveillance Agency. Total number of signed commitments: 360 commitments in localities. The Market Surveillance Team No. 4 sent officers to participate throughout 02 Covid Inspection Teams chaired by Nhon Trach District Police.
- The Market Surveillance Agency of Binh Phuoc Province was assigned by the province to preside over market inspection, combat speculation, and unreasonable price increases, so it has presided over market inspection sectors in the province.
- The Market Surveillance Agency of Binh Duong Province assigned inspectors to participate in 03 provincial-level disease control stations, 01 disease control checkpoint, and 02 district-level mobile disease control patrol teams.
- The Market Surveillance Agency of Long An Province assigned inspectors to participate in nine checkpoints for people entering and leaving the province.
- The Market Surveillance Agency of Tien Giang Province assigned 28 civil servants to participate in four patrol teams on duty at nine quarantine checkpoints.
- The Market Surveillance Agency of An Giang Province assigned civil servants to participate in the prevention and control of COVID-19 at Toll Station T2, supporting the province's epidemic prevention and control work, assigning six civil servants to participate in supporting the checkpoints.
