The Prime Minister has just approved the Program for Developing Consumer Rights Protection Activities for the 2021-2025 period to promote business activities, protect consumer rights in e-commerce transactions, the digital economy, and the sharing economy, and encourage sustainable business and consumption.
The program strives that by the end of 2025, every year, all provinces and centrally run cities (63/63) will have activities in response to Vietnam Consumer Rights Day.
Ensure that every year at least 200,000 consumers nationwide participate in activities to disseminate policies and laws on consumer rights protection or receive training in consumer skills, including priority programs for vulnerable consumers such as students, children, the elderly, consumers in rural areas, remote areas, border areas, islands, etc.
Organize at least 500 training courses, including short, medium, and long term, domestically and internationally, for civil cadres, staff members, and employees working in consumer rights protection at agencies, organizations, and enterprises.
Ensure that at least 60 provinces and centrally run cities establish provincial-level consumer protection associations; at least 40 provinces and cities develop a network of social organizations on consumer rights protection to the district level.
At the same time, form a system of conciliation organizations on consumer rights protection nationwide in accordance with the provisions of the law on consumer rights protection.
Develop a consumer consulting and support system
A program to build, upgrade, develop, perfect, and connect consumer consulting and support systems nationwide; build, develop, and implement a common consultation and guidance process for agencies and organizations participating in consumer rights protection nationwide.
Build a database system on consumer rights protection; aim to use and operate a common database system and a unified consultation process for requests, complaints, and feedback from consumers nationwide at agencies and organizations participating in consumer rights protection.
At the same time, build and organize the implementation of programs to encourage businesses to implement codes of ethics in dealing with consumers and criteria and standards in business to optimize consumer benefits.
Ensure that 90% of consumer complaints and requests are received, consulted, and supported at state management agencies, social organizations participating in protecting consumer rights, and at organizations and individuals trading in goods and services, in which the rate of successful complaint settlement reaches over 80% of received cases.
The above program includes activities and projects to promote consumer rights protection approved to implement the contents specified in Articles 48 and 49 of the Law on Consumer Rights Protection, Articles 28 and 35 of Decree No. 99/2011/ND-CP dated October 27, 2011 of the Government detailing and guiding the implementation of a number of articles of the Law on Consumer Rights Protection and the above-mentioned objectives.
Specifically, in the period of 2021-2025, the program will focus on developing consumer rights protection activities according to the following contents: Propagating and disseminating laws on consumer rights protection; perfecting the system of agencies and organizations implementing consumer rights protection work; strengthening the assessment of the quality of consumer goods and services; inspecting, checking, and handling violations; building, upgrading, developing, perfecting, and connecting consumer consulting and support systems nationwide; implementing programs to encourage businesses to implement codes of conduct with consumers, criteria, and standards in business to optimize consumer benefits...
