Proposal to add beverages and milk as essential goods

Drinks and milk face difficulties in circulation between provinces due to regulations on essential goods, these items have a short shelf life and will expire if not circulated.

On the morning of July 22, the leaders of the Department of Industry (Ministry of Industry and Trade) met and worked online with 11 industrial product associations to grasp the production and business situation and the difficulties that need to be resolved by enterprises.

Accordingly, the industry associations all reflected the lack of synchronization and consistency in the regulations and policies applied by localities, which greatly affected the production and business activities of enterprises.

For example, milk is classified as an essential commodity in this province, but not in the group of essential goods in other provinces, so dairy enterprises cannot deliver to agents.

In addition, beverages are not classified as essential goods, so they cannot be circulated to sales agents.

"Meanwhile, beverages usually have a short shelf life, about 2-3 months. If the epidemic situation persists, goods that are not circulated will expire, greatly affecting the business results of enterprises," said the associations.

 

According to the associations, the characteristic of the industry is the connection of production in the chain regardless of administrative boundaries.

Therefore, when localities apply different policies and regulations on social distancing, control of goods circulation, regulations on essential foods, etc., it causes more difficulties for enterprises.

"The disruption and breakage of the production chain of enterprises leads to the disruption of cash flow for production and business activities, creating great financial pressure for enterprises," said representatives of industry associations.

For export enterprises, customs declaration procedures and congestion at seaports are bottlenecks that need to be resolved in both the short and long term.

"Some export enterprises are forced to bring goods to buoy number 0 to load goods onto ships instead of at the port due to the delay in delivery," the association of export enterprises reflected.

The separation and strict control between provinces and inconsistent regulations of customs agencies have caused more difficulties for enterprises, especially for food products that require strict storage conditions and short shelf life.

If there is no solution to help enterprises return to production soon even when the epidemic is not completely controlled, customers will stop and cancel orders, especially export orders. "Once the epidemic is under control, it will be difficult for businesses to resume lost business relationships," said industry associations.

Faced with these difficulties, industry associations proposed that priority should be given to businesses that are vaccinated early (which can be considered on the basis that businesses bear the costs themselves) to ensure the safety of workers.

At the same time, it is recommended that food items including beverages, milk, etc. and raw materials and services (including maintenance and repair services, etc.) serving production and business in the manufacturing and processing industry are considered essential goods and services serving consumption and production.

In addition, it is recommended that localities discuss with associations and businesses in the area and unify regulations between localities to avoid the situation of separatism causing congestion of goods circulation and disruption of production chains.

"Remove regulations on the number of vehicles entering and leaving localities, allow the use of rapid test results, pooled tests for drivers and workers traveling between provinces instead of only accepting PCR results", industry associations proposed.

Furthermore, according to industry associations, in addition to the "3 on-site" and "one route, two locations" solutions, there should be more flexible alternative measures, suitable to the characteristics of each locality, on the basis of ensuring the maintenance of production and business activities, production facilities that meet the conditions for epidemic prevention and safety for workers.
