Management and use of veterinary drugs: "Tighten" management, increase inspection and propaganda

Currently, there is still a situation where people buy veterinary drugs to treat their pets without following the instructions of veterinary agencies. Meanwhile, most of the veterinary drug stores are small and located in residential areas, making it difficult to control quality. What is the solution to strictly manage this?

Assessing the management and use of veterinary drugs in the area, Mr. Hoang Van Tuan, Head of the Animal Husbandry and Veterinary Station of Thanh Oai district, said: The whole district has 9 veterinary drug stores, basically meeting the business conditions.

However, currently, there are still a number of veterinary drug trading establishments that have not complied with the provisions of the law, such as: Veterinary drug trading establishments are located in the same living area of the family, not having enough space for trading; trading veterinary drugs mixed with animal feed, food, and food for people; not having hygrometers and thermometers for monitoring; not having equipment to ensure storage; drug sales places do not maintain temperatures below 30 °C...

According to the Head of the Hanoi Animal Husbandry and Veterinary Department, Nguyen Ngoc Son, the whole city has 692 veterinary drug trading establishments, most of which have not opened books to track drugs and are not arranged neatly and tidily. The pasting and labeling of the number of establishments importing veterinary drugs distributed to the market has not been carried out in accordance with the provisions of law. The establishments with warehouses for storing drugs still lack the necessary equipment for storage.

The current use of veterinary drugs is very widespread, not following the guiding principles such as correct disease, correct dose, and correct method. Livestock households still freely prevent diseases for livestock and poultry when they are young until they are sold; this has greatly affected the quality of livestock and poultry meat products when they reach consumers.

Some livestock households also buy drugs to inject and treat their livestock. On the other hand, people also propagate and exchange veterinary drugs without professional knowledge, self-purchase, self-injection, and treatment in households, so the management of veterinary drugs is very difficult.

Tighten management and use

To raise people's awareness of the proper use of veterinary drugs in disease prevention and strictly manage veterinary drug stores, according to Mr. Duong Xuan Tinh, Head of the Animal Husbandry and Veterinary Station of Thuong Tin district, the district has increased propaganda, training, and dissemination of knowledge about the trading and use of veterinary drugs, guiding people on the use of veterinary drugs to prevent, treat, and fight animal diseases, and announcing the list of veterinary drugs allowed to circulate, restricted from use, and prohibited from use according to the provisions of law. Along with that, the station annually inspects and evaluates whether veterinary drug stores in the area are qualified or not and guides them on how to do business in accordance with regulations.

From the perspective of a seller, according to Ms. Ha Thi Trang, owner of a veterinary drug store in Kim Bai town, Thanh Oai district, there are currently many types of veterinary drugs from many different brands on the market. Therefore, to maintain its reputation with customers, the store publicly discloses its prices and strictly complies with regulations on veterinary drug trading conditions. The store also updates the list of veterinary drugs in the catalog and advises people on the best drugs.

Because veterinary drugs are a conditional business item, in order to put veterinary drug trading activities into order, the Head of the Hanoi Department of Animal Husbandry and Veterinary Medicine Nguyen Ngoc Son said that, from the beginning of the year, the Department has proactively developed a plan to coordinate with local authorities to organize 100% of veterinary drug business owners in the city to sign a commitment not to trade or trade in drugs not on the permitted list, banned substances, and yellow substances, and to regularly review, evaluate, and classify veterinary drug trading stores in accordance with the provisions of law.

According to Mr. Pham Khac Dien, Chief Inspector of the Department of Agriculture and Rural Development, through actual inspections at veterinary drug stores, if the facility does not meet the requirements, the inspection team will guide the completion of administrative procedures related to business and trading and require the facility to stop operating until the procedures are completed according to regulations. For facilities that have not complied with the instructions of the inspection team, they will be strictly handled according to the provisions of law.

According to the Deputy Director of the Department of Agriculture and Rural Development of Hanoi, Nguyen Huy Dang, the agricultural sector will further strengthen inspection and tighten veterinary drug trading activities, contributing to detecting, preventing, and thoroughly handling the use of banned substances, abuse of antibiotics in livestock farming, and moving towards controlling additives and preservatives in agricultural products and food in the area. Retail facilities selling veterinary drugs must also meet good practice standards (GMP), including the condition of having air conditioning to preserve drugs.

Along with proactively providing vaccines to prevent diseases in livestock and poultry in localities, the provision of veterinary drugs at businesses and trading establishments is very necessary to proactively and promptly prevent and control epidemics on the spot. However, the functional sector needs to strengthen strict management of the activities of business and trading establishments of veterinary drugs, and people need to comply with the instructions on drug use as recommended by veterinary agencies so that the livestock industry can develop effectively.
