In 2018 and a few years later, when developing the rice market, I had the opportunity to contact Sao Mai Group and saw more clearly that in order to enter the field of rice production, processing, and export, a product that is too familiar and famous in Vietnam in the international market, this group has carefully organized a market research team and researched the rice supply chain in the export and domestic markets very elaborately and firmly.

The development of the wood processing industry in recent years has also shown interesting examples. Although Vietnam's wood products have been very successful, providing products that are quite widely available and quite famous in the world market, earning tens of billions of USD each year, due to the lack of necessary research on the supply chain in the domestic market, this market with nearly 100 million people is almost left open for foreign enterprises to dominate, and there is almost no feasible policy for any Vietnamese enterprise to be able to step strongly into the domestic market.

Even information about Vietnam's domestic wood and wood product markets is almost... non-existent or impossible to find in order to plan appropriate development policies.

Therefore, to sustainably develop the agricultural market, what needs to be done right now is to mobilize scientists to focus on thoroughly and comprehensively researching the supply chain of key agricultural products in key areas, aiming to ensure that not only farmers and agricultural producers are proactive in their work, but also state management agencies have sufficient information and a solid foundation to plan necessary development policies.

To develop a sustainable agricultural market, appropriate mechanisms and policies are needed. To achieve this, information about the agricultural supply chain must be one step ahead, and research on this supply chain must be even more ahead.

Agricultural product preservation and processing technology

Although agricultural product preservation and processing has been considered one of the three bottlenecks of the current agricultural economy, one of the "curses" that need to be solved to bring agriculture to a new level, this is also one of the areas that needs a lot of attention, both in terms of research and application of science and technology.

The report on the implementation results of the Aquaculture Biotechnology Program shows that in more than 10 years of implementing this program, there has not been any topic related to seafood preservation proposed and implemented, although the program's budget for this issue has always been available, and every year there are calls for scientists and research agencies inside and outside the Ministry of Agriculture and Rural Development to participate in implementing the program.

The same is true for the agricultural sector. Participating in many councils to determine the list and select topics and projects every year, I clearly see that in recent times, there have been very few research proposals in this field, although the Ministry's leaders have always affirmed that this is the top priority area for research and production development.

The results of the "Key Program for Development and Application of Biotechnology in the Agriculture and Rural Development Sector to 2020" and the "Project for Development and Application of Biotechnology in the Aquaculture Sector to 2020" in Decisions No. 11/2006/QD-TTg dated January 12, 2006 and No. 97/2007/QD-TTg dated June 28, 2007 have also shown that the implementation of research on agricultural product preservation and processing is extremely weak.

Research tasks in this field are both lacking in quantity and weak in quality and vision. Meanwhile, on the contrary, businesses have many requirements that need scientists to research and solve to develop better production but do not know where to take that request to achieve their wishes.

Obviously, scientists and scientific research agencies are still carrying out research problems that they have come up with, and then, after acceptance, they put the results into storage without knowing the problems of production practices, processing enterprises, and farmers.

Some recommendations.

First of all, it is necessary to set out a long-term program, at least for the next 5 years with specific and transparent goals, while promoting forms of encouragement for scientists and research units to focus on implementing and thoroughly resolving existing problems in production practices.

Second, there should be appropriate mechanisms and policies, building effective information channels to create connections between producers, businesses, and scientific and technological research units to directly solve production problems.

A certain proportion of science and technology funding should be allocated to agricultural product preservation and processing enterprises to preside over research tasks with the participation of scientists and scientific research units to both create conditions for improving human resources for enterprises and create conditions for transferring technical advances, effectively solving practical production problems.

Thirdly, develop a policy for using appropriate research funding, avoiding the current situation of forcing scientific and technological researchers to be both proficient in research work and also great accountants.

Fourthly, build a system to provide feasible and effective resources for the implementation of scientific and technological research tasks. A project topic needs a budget of 10 billion VND but can only get 5 billion VND and still requires full implementation; then everyone knows the result!

Fifth, there needs to be a plan to effectively utilize retired scientists in developing the industry. Currently, we have many associations, groups, etc. that gather many scientists with rich experience and enthusiasm for the country's agricultural science and technology, but most of them have not been used effectively.

Bringing professional associations, such as the Vietnam Association of Food Science and Technology, to participate, consult, and comment on the strategies, orientations, and action plans of the industry before promulgation and submission to the government for implementation will certainly make those strategies and plans more feasible and applicable.
