Cooperation in developing production, processing, consumption, and export of agricultural products

On July 13th, in Hanoi, the Ministry of Agriculture and Rural Development (MARD) and the Ministry of Industry and Trade signed the "Coordination Program on developing production, processing, consumption, and export of agricultural products, contributing to the goal of industrialization of Vietnam's agriculture and affirming the brand of Vietnamese agricultural products in domestic and international markets."


Overview of the Signing Ceremony

At the ceremony, Minister of Industry and Trade Nguyen Hong Dien said that the Ministry of Industry and Trade and the Ministry of Agriculture and Rural Development have a close cooperative relationship. This relationship has been demonstrated through many cooperations in the past, most recently in supporting the consumption of lychees in the provinces of Hai Duong and Bac Giang. The coordination between the two ministries has achieved certain results, contributing to the export growth of agricultural, forestry, and fishery products in particular and the export growth of the whole country in general, contributing to stabilizing the domestic market.

In particular, in the work of coordinating production organization to meet market demand; developing plans and content for negotiating market opening in free trade agreements; implementing trade defense measures; coordinating the implementation of domestic and foreign trade promotion programs; organizing supply-demand connections...

However, in the context of the complicated developments of the COVID-19 pandemic as it is now, the production, processing, and circulation of goods in general and agricultural, forestry, and fishery products in particular face many risks and difficulties, leading to increased costs and extended time, reducing the competitiveness of goods in the world market. In addition, the negative impacts from political instability events, trade conflicts between major economies, the trend of countries increasing the application of trade and technical barriers to imported agricultural and aquatic products, increased logistics costs...

Therefore, in addition to the solutions that have been implemented as before, such as increasing processing content, ensuring quality to meet technical standards, traceability, compliance with packaging specifications, etc., accurately assessing the demand and consumption capacity of agricultural, forestry and fishery products in the domestic market and in importing countries, and fighting unreasonable barriers of importing countries to "neutralize" the advantages gained from FTAs, thereby proposing and implementing practical measures and solutions to contribute to the consumption of agricultural, forestry and fishery products and promoting production and export development is very important, especially for agricultural products during the harvest season.

Deputy Minister of Industry and Trade Tran Quoc Khanh expressed his impression of what the Ministry of Agriculture and Rural Development has done to achieve the dual goal of both preventing the Covid-19 pandemic and developing the value of the agricultural supply chain. According to Deputy Minister Tran Quoc Khanh, the relationship between the two ministries needs to develop in 8 different areas. In particular, the Ministry of Industry and Trade pays special attention to the traceability of agricultural products to serve exports. On behalf of the Ministry of Industry and Trade, Deputy Minister Tran Quoc Khanh promised to prioritize capital for the agricultural sector while promoting and introducing Vietnamese agricultural products to the world market.

Sharing at the signing ceremony, Minister of Agriculture and Rural Development Le Minh Hoan said: Vietnam's export turnover of agricultural, forestry, and fishery products in the first 6 months of 2021 is estimated at 21.4 billion USD, accounting for 13.7% of the country's total export turnover. This figure increased by 27.8% over the same period in 2020.

According to Minister Le Minh Hoan, bringing agricultural products to the world market is not simple at present. Therefore, it is necessary to find a way to ensure that producers are not in a state of information blindness. In the trend of global integration, Minister Le Minh Hoan suggested shifting from agricultural production thinking to agricultural economic thinking, thereby gradually forming linkage chains.

Minister Le Minh Hoan emphasized: “We need to have clear information from the supply side, which is the Ministry of Agriculture and Rural Development, to the demand side, which is the Ministry of Industry and Trade. The market today changes every minute. When something new has not yet taken shape, something newer is about to appear to replace it. The sensitivity of the output market often determines the input factor.”

The Agency of Foreign Trade (Ministry of Industry and Trade) and the Agro Processing and Market Development Authority (Ministry of Agriculture and Rural Development) will be the focal points, coordinating with relevant units of the two Ministries to coordinate the implementation of the program.
